Unable to get consistant results with finding circle on tape

No matter what settings I tweak in the camera setup I cannot seem to get consistent results finding the circle on paper tape (clear tape almost always fails). It will find 5 or 10 parts then fail on the same strip. Checking the camera image with the settings shows it cannot see the needed holes, tweak the settings, place another 5 or 10 parts and again it fails.
Any tips to get consistent results ?

Can you show some example images? You could start by putting a strip of black paper under the holes, which maximizes contrast and makes the task as easy as it can be and work from there towards your intended setup. You want to have good range of settings where it works and set value to midrange. The threshold function is the most important. For example, if the circle recognition is fine from 70 to 130, the range is good and setting it to 100 should be reliable. Ensure that your workplace light is even and doesn't overpower the machine light.
